Future of NI Health and Social Care Seeks Director

A major new health and social care IT initiative is underway in Northern Ireland which will revolutionise patient care and the HSCNI has opened applications for a Programme Director to lead the innovative encompass digital programme.

 

The ambitious encompass programme represents an investment of £450 million from the Health and Social Care system in Northern Ireland (HSCNI) and aims to create a single digital record for every person in Northern Ireland to integrate and modernise the patient care journey across hospital, community, mental health and social care.

 

encompass will bring together patient records, across multiple health and social care systems and will span all five Trust areas in Northern Ireland, positively impacting 2 million patients and some 80,000 HSC NI staff.

 

This week the HSC Business Services Organisation launched a bid to find a Programme Director for encompass, to lead this programme to transform patient care across the region through the provision of a new digital platform that brings patients, their carers and families into their care journey to deliver new experiences and better services.

 

The Programme Director will be part of the wider Digital HSC NI leadership team and will play a key role in the Digital future of Health Care in the region.

 

Dr Dermot Hughes, The Senior Responsible Owner (SRO) for the programme, explains: “encompass is a key part of the HSC modernisation and reform agenda. The encompass programme will provide digitally-enabled whole system transformation. It will change how care is delivered and how the public will access care.  This platform will streamline services and patient journeys by linking information across primary, secondary, community and social care, across all Trust regions.

 

“For the HSC’s 80,000 staff, the new system will provide real time information on patients, from medical notes, to tests ordered, referrals made and tests requested – in short it will empower all those involved in caring for patients to make effective, patient-centred decisions in a timely and efficient way.”

 

Dan West, the Chief Digital Information Officer for Health and Social Care, added: “The recently launched Digital Strategy for the HSC sets out the importance of this investment programme, as a cornerstone to our vision for an HSC that delivers better outcomes and experiences for our people, patients and staff, and helps create a sustainable Health and Care sector for the future.”

 

“We are now looking for a suitably qualified person to lead this change. Applications are invited for the role of Programme Director – someone who is passionate about transforming services for citizens – who can help HSCNI deliver on it its ambition to be the first UK country with a single, connected electronic patient health and social care record,” Mr West added.

 

The successful candidate will be instinctively collaborative and people focused, capable of building new solutions that engage HSC staff and the population of Northern Ireland in a new health and wellness journey.

 

The encompass project represents investment in future patient services of £450 million.  The first Trust is due to go-live in the latter part of 2023 and the programme runs for 12 years in total.

 

American software developer Epic was awarded the contract to partner with encompass and HSCNI to develop the new system which is scheduled to be in use across all five Trusts by 2025

 

The suitable candidate will be required to work within the requirements of the Programme Governance framework; liaise with Epic and report to the SRO and the Programme Board. They will be required to deliver governance in accordance with public sector values and ensure that all statutory functions are carried out.

 

Based in Belfast, the role falls under the Digital Directorate and carries AFC Band 8D (£78,192 – £90,387) and is a full-time position.
